POSITION PURPOSE

This position is responsible for providing work direction and guidance to staff for operational, technical, and analytical support in the Region's Roads and Traffic Operations Centre. Manages contract administration for regular and legislated agreements. Conducts research, studies, and analysis of roads and traffic management operations to facilitate on-going updates and improvements to service delivery to assist management in developing and implementing strategies, policies and procedures related to roads and traffic operations and to prepare technical reports and recommendations for management review.

MAJOR RESPONSIBILITIES

  • Coordinates projects and technical studies and prepares project definition reports and terms of reference for consulting assignments. Reviews technical reports prepared by consultants and contractors.
  • Directs internal resources and consultants related to the maintenance and operations of the Roads and Traffic Operations Centre programs and software to maximize performance with available resources.
  • Conducts studies, researches, and analyzes data to develop and make recommendations to management for changes to roads and traffic policies and procedures and to resolve complex technical issues/problems related to roads and traffic management operations.
  • Assists operators in the monitoring of the Region's traffic signals using software program, confirms issues related to signal operations and recommends corrective action.
  • Monitors the Advanced Traffic Management System and ensures operator entered incidents and events are current, confirms proper data is displayed in external systems.
  • Reviews and investigates systems reported issues and aids in the resolution with internal and external staff as required.
  • Provides data and analytical support to special task groups to facilitate the development of strategic and operational traffic systems plans to address critical systems issues.
  • In coordination with internal partners, ensures software and programs are maintained and updated to meet ongoing operational demands.
  • Prepares and co-ordinates background data to assist and defend related insurance claims.
  • Manages contract administration of both regular and legislated agreements such as Dedicated Locator requests for Ontario One Call.
  • Monitors and analyzes performance of legislated duties, such as Ontario One Call locates delivery.
  • Generates reports and presents to management for evaluation and improvement of operations.
  • Conducts checks of contracted services staff performance against contract specifications.
  • Ensures that services provided meet Regional customer service standards.
  • Participates on committees, work groups, task forces and special projects, as assigned.
  • Manages information in accordance with legislation and corporate standards.
  • Performs other duties as assigned, in accordance with Branch and Department objectives.
QUALIFICATIONS
  • Successful completion of a Community College Diploma in Transportation Engineering Technology or related field or approved equivalent combination of education and experience.
  • Must be registered as a Certified Engineering Technologist and be a member in good standing with the Ontario Association of Certified Engineering Technicians/Technologists (OACETT) or be registered in an approved equivalent professional association.
  • Minimum five (5) years experience in roads and traffic engineering, management and operations environments including technical analysis and project coordination.
  • Demonstrated ability in the Region's core competencies.
  • Excellent research and analytical skills to conduct studies and in the preparation of reports.
  • Ability to read and interpret roadway/signal drawings and applicable technical manuals and specifications.
  • Thorough working knowledge of engineering theory, principles and practices of transportation operations, planning, design and construction and Ministry traffic policies and procedures
  • Advanced skills in MS Office Suite including the use of virtual platforms.
  • Excellent interpersonal skills and ability to connect with a range of internal and external stakeholders while focusing on fostering collaborative work relationships.
  • Strong planning, coordinating and organizational skills.
  • Knowledge of relevant legislation, regulations and standards including Highway Traffic Act, Occupational Health and Safety Act, Ontario Traffic Manuals, and Ontario One Call.
  • Strong report writing, research, analytical and presentation skills, and work to tight deadlines.
  • Strong ability to develop relationships and work in a welcoming and inclusive environment, where diversity is celebrated and where everyone can develop to their full potential.
  • Ability to work independently and with teams and with ability to manage competing priorities.
  • Valid Ontario Class ā€œGā€ driver's license free of serious offences under the Highway Traffic Act
  • Ability to work outside regular business hours, as required.
