Job Responsibility:

Effective April 1, 2024, the salary range for this position is $82,217 to $121,155 per year in compliance with AMAPCEO collective agreement provisions. The new rates, effective retroactive to April 1, 2024, were recently confirmed and dates for implementation of the new salary rates are still to be determined. What can I expect to do in this role?

You will:
  • provide advisory services to ministry clients on complex procurement initiatives, policies, processes and procedures to facilitate ministry-wide procurement of goods, services and information technology services
  • provide senior procurement advice on large and complex procurement initiatives including ministry wide arrangements and client led procurements to support the consolidation and standardization of ministry procurement activities
  • plan and lead major procurements by undertaking needs analysis, specification development, evaluation processes, and determining the appropriate approvals to ensure compliance with government/ministry policy requirements
  • provide leadership to project teams for procurement initiatives/projects as well as technical guidance, mentoring and expertise to section procurement staff
  • provide technical guidance and expertise to clients and senior management on complex and a wide range of procurement matters

How do I qualify?

Specialized Knowledge and Experience

  • You have demonstrated knowledge of procurement policies and directives.
  • You have experience interpreting and applying procurement methods, policies and procedures to direct clients to an appropriate procurement strategy.

Communication, Interpersonal, Consultation and Negotiation Skills

  • You can provide advice to clients, consult with vendors, lead project teams, guide/train procurement staff, negotiate contracts, and prepare project plans, business cases, policy recommendations, and approval and procurement documents.
  • You can develop and maintain good working relationships with clients and vendors.
  • You can negotiate contracts with vendors and resolve procurement problems with vendors/suppliers.

Problem-Solving, Analytical and Decision-Making Skills

  • You have demonstrated research, analytical and problem-solving skills to identify, analyze, synthesize and evaluate client business needs, assess market conditions and develop/recommend innovative procurement strategies and options.
  • You have experience analyzing policy issues and options and developing corporate procurement policy recommendations.

Project Management Skills and Computer Proficiency

  • You can lead major procurement projects including strategic procurement planning, client needs analysis, Request for Bids (RFB) development, vendor selection and contract negotiations to plan and lead procurement initiatives with limited resources within specific timeframe.
  • You have computer skills and experience using word processing, spreadsheet, database, project management and presentation software to create analytical reporting and presentation materials on procurement initiatives.
